Report of the 14th meeting of the ISO/TC 8/SC 1 Working Group (WG) on Fire Protection, Stockholm, Sweden 2002-11-05/07
1 OPENING OF THE MEETING
The meeting was opened by the WG Convener, Mr. Claudio Abbate (Italy/RINA). Mr. Abbate thanked the delegates for their participation, and Mr. Bengt Lyderson of the Swedish Maritime Safety Inspectorate (Sjofartsverket) for kindly hosting the meeting in their excellent meeting facilities. Mr. Abbate and Mr. Lyderson then briefly discussed logistical arrangements for the meeting.
2 ROLL CALL OF DELEGATES
The meeting was attended by 15 members, including representatives of 5 P members and 2 O members, and two industry guests. The attendance list is attached as Annex 1, including those members who sent apologies for their inability to attend.
3 APPOINTMENT OF THE DRAFTING COMMITTEE
The WG agreed to appoint a drafting committee consisting of Mr. C. Abbate and Mr. K. J. Heinz (the convener and secretary, respectively). In keeping with TC 8 policy, all documents were prepared in English only.
4 ADOPTION OF THE AGENDA
1 N 157 - Draft agenda
After brief discussion, the draft agenda distributed with the meeting announcement was adopted as the final agenda with several additions. An item was added to allow for the Secretary to report on pending liaisons. An addendum to ISO 17631, to cover HSC Code issues, and a new work item proposal by Japan concerning shipboard flame detectors, were added under Development of draft standards as items 5.6 and 5.7, respectively.
5 REPORT OF THE SECRETARIAT
The Secretary noted that proposed liaisons with TC 92/SC 1 and TC 145/SC 2 were both approved by those sub-committees, and also by the recently concluded meeting of TC 8 in Pusan, Korea. Mr. Creak noted that Mr. Jeff Cox, chair of TC 92, will contact Mr. Heinz directly concerning relevant arrangements.
The WG agreed that the Secretary should prepare a suitable information paper for IMO/FP47 to inform them of our work. The WG also briefly discussed the need to "advertise" our work in the industry, and reinforced the need of members to engage industry in developing national positions on the standards we develop.
6 DEVELOPMENT OF DRAFT STANDARDS
Tuesday 5 November
The WG reviewed the revised ISO/CD 22488 (Firefighters' outfits) incorporating the changes agreed at the April 2002 Tokyo meeting, and notwithstanding the decision at Tokyo to ballot the document as a second CD, decided that the document was now sufficiently well developed to proceed to DIS ballot. With regard to one technical matter, the WG was informed that pending changes to ISO 6942 may slightly change the heat flux measurements specified in clauses 5.2.2 and 5.2.3 of the document.
The WG also completed review of ISO/WD 23269-1 through -4 (EEBD) incorporating the changes agreed at Tokyo, which will now be registered with ISO/CS as CD and balloted for DIS.
Mr. Kuno of Japan presented a proposal by JMSA for a new work item on flame detectors. The WG agreed that the document should be officially circulated as a new work item proposal as soon as possible, which the Secretary agreed to do.
Wednesday 6 November
The WGp discussed the three parts of the draft standard for shipboard safety signing as developed by the ad hoc task group since the Tokyo meeting. The WG agreed in general to the three-part structure of the working draft, with some changes to the titles of the parts to better reflect their content. The WG then reviewed part 1 in detail. The signing task group agreed to continue its work by correspondence preparatory to consideration by the full Sub-committee at its planned April 2003 meeting, and in addition to meet again informally in London in connection with IMO/FP 47 in February 2003. Participants were requested to provide any comments on the working drafts to the task group leader Mr. Delise by the end of December 2002.
In the afternoon, the WG attended an interesting and informative demonstration of Directional Sound Evacuation on the Swedish icebreaker YMER, including participation in a simulated demonstration of escape from smoke-filled spaces using the directional sound technology. No members were lost. After the demonstration, Mr. Lunch of Sound Alert gave a presentation on the technology and the status of standard development.
Thursday 7 November
The WG completed review of part 1 of the safety signs working draft. After brief discussion, the convener informed the group that the completed ISO/DIS 17338 should be ready for registration as DIS and circulation for DIS ballot within the next week, after processing of the necessary graphics by Mr. Carrell.
The WG then viewed an informative presentation on aerosol fire extinguishing systems by Dr. James Glockling of the UK Fire Protection Association. The WG then briefly reviewed a working draft prepared by Mr. Don Murray, and agreed that with some minor editing, it would be suitable to circulate under cover of a suitable new work item proposal, which the Secretary agreed to prepare for submission by the U.S.
7 ANY OTHER BUSINESS
8 REQUIREMENTS CONCERNING A SUBSEQUENT MEETING
The WG agreed to hold its next meeting in conjunction with the next SC 1 plenary meeting, tentatively scheduled for April 2002 in Baltimore, USA.
However, the signing task group agreed to meet in London at the conclusion of IMO/FP 47, at the Lancaster Hall Hotel, 35 Craven Terrace, London W2 3EL, phone 020 7723 9276, fax 020 7706 2870 (near Lancaster Gate Underground at the edge of Hyde Park). The meeting will tentatively convene at 1400, 14 February 2003, and continue on the morning of 15 February at a time to be determined by the participants.
9 APPROVAL OF RESOLUTIONS
The WG directed the secretary to complete the summary report of the meeting and distribute to the members and interested parties by email.
10 CLOSURE OF MEETING
The Chairman then thanked the delegates for their participation, and closed the meeting.
